Announcing the Rosemary and Stan Marcuss ’63 Fellowship for Research in Urban Studies
The Center for Urban and Global Studies (CUGS) is excited to announce the Rosemary and Stan Marcuss ’63 Fellowships. The Fellowships provide opportunities for students interested in advancing inquiry into and research related to issues faced by urban communities. The funded research will culminate in senior honors theses by the selected students and the submission of articles written by them for publication in relevant scholarly journals. Each year, the Marcuss Fellowships will provide stipends of $4,000 each to two students and stipends of $2,000 each to the faculty mentors who agree supervise the Fellows’ research. Students apply during the spring of their junior year. Applicants need not be Urban Studies majors, but they should have a clear urban focus to the proposed research and sufficient expertise in urban studies to conduct the study. The awards will be announced during the Trinity Honors Day ceremony. Fellows will then be expected to conduct the research for the thesis, write the thesis, present their findings during their senior year and submit either the thesis or a portion of it for publication, ideally by graduation.
Applications consist of a:
- Cover Page
- Two-Page (single-spaced, 12-inch font, 1-inch margins) Project Description detailing the proposed research question, methods, intellectual merits and broader impacts of the urban research
- One-Page (single-spaced, 12-inch font, 1-inch margins) Personal Statement detailing how the project fits within the academic program and career plans of the applicant as well as their engagement with urban studies
- Copy of the applicant’s Transcript at Trinity
- Letter of Reference from the Faculty Mentor certifying their commitment to supervise the project

Rosemary and Stan Marcuss ’63 are involved members of the Trinity community and we are grateful for their continued involvement through the Marcuss Fellowships.
Rosemary Marcuss is an economist who served in a number of roles in business and the federal government. Among those are: Assistant Director for Tax Analysis of the Congressional Budget Office; Deputy Director of the U.S. Bureau of Economic Analysis—the producers of the GDP statistics; and Director of Research, Analysis, and Statistics of the Internal Revenue Service, a position answering directly to the IRS Commissioner. She was also a National Science Foundation Fellow at the University of Maryland, where she received her PhD in economics. Now retired, Rosemary serves on several advisory committees and non-profit boards and is active is efforts to support D.C. citizens in need.
Stan Marcuss is a member of the Class of ’63. After graduating, he attended Cambridge University as a Marshall Scholar and subsequently graduated from the Harvard Law School. He and his wife, Rosemary, then moved to Washington, D.C., where Stan practiced law, was counsel to the Senate International Finance Subcommittee headed by Senator Adlai Stevenson and was the Senior Deputy Assistant Secretary for international commercial matters in the U.S. Commerce Department in the Administration of President Jimmy Carter. From 2015 to 2017, he was a Senior Fellow at Harvard’s Kennedy School, where he produced a research paper on urban redevelopment in Washington, D.C. Stan is a member of a men’s acapella group in Washington and is involved there in various artistic and public policy activities.
Stan and Rosemary have two children and five grandchildren.
